presentation was given by Dunne & CO, regarding the proposed development of
a Residential Home for the Elderly in the grounds of The Old Vicarage Guest
House,
Cllr Mrs B Hinchliff, Deputy Mayor (Chair) and Cllrs
Mrs A Rusby, JB Lucas, D Harrison, R Hinchliff, D Lofthouse, RN
Gregory, P Hand-Davis, J Unsworth, P Starling and the
Clerk. One member of the public present.
Apologies for
absence were accepted from Cllrs Mrs N Collett, Mrs C Bradbury, GL Collett
and Mrs E Elders

Meeting Dated 18th December 2006
Cllr Mrs Hinchliff reported that the Budget discussions are
dominating the Council. A formal
presentation will be given at the Area Forum meeting this week. The Government White paper on communities is
giving more power to a local level. The Town Centre development plans are still
subject to the judicial review by the Co-op. Cllr Rusby
asked what was happening around the Coal drops as this has been fenced off.
Moved by Cllr Mrs Hinchliff, seconded by Cllr Mrs Rusby and resolved that this question be asked of Andrew Slaney, Conservation Officer BMBC.
Cllr Unsworth reported that John Hislop
is working with school on local heritage. The E Learning Centre project is on
target and the Library should reopen in February as agreed.
ACCOUNTS TO 31ST DECEMBER 2006
The Town Council
accounts to 31st December 2006 were presented. Moved by Cllr R Hinchliff,
seconded by Cllr J Unsworth and RESOLVED the accounts
be accepted.
The Paramount
Accounts to 31st December 2006 were presented. Moved by Cllr P Starling, seconded by Cllr J Unsworth and RESOLVED they be accepted.
The base rate
for the Precept 2007/2008 is £3603.44.
As the Town Council has resolved to maintain the precept at the level of
£90,000, this represents a net reduction to the Penistone Electorate.
The Clerk
advised the council that there had been no further information as to the
availability of the land to the rear of Park Avenue. Cllr P Starlling
suggested inviting members of allotment holders and those on a waiting list to
a meeting in order to form an Allotment society. Cllr Mrs Hinchliff
suggested a working party be formed for this purpose. The Councillors for this working party are Cllrs D Harrison, Mrs A Rusby, JB
Lucas, RN Gregory and Mrs B Hinchliff.
Cllr P Starling
reported that the new manager had started his post at the beginning of January.
The panto ‘Rumplestiltskin’
will be starting in the next fortnight.
The Paramount is also to appear on the Politics show at the end of
January, comparing a successfully run cinema with on facing closure. It was requested that Joe Littlewood
meet the councillors at the next meeting.
For information,
the clerk provided a review of the new wards which will take effect at the May
election. The four wards of Penistone, Cubley and
Springvale, Thurlstone and Millhouse
Green, and Hoylandswaine will have a more even
distribution of the electorate per councillor.
Moved by Cllr R Hinchliff, seconded by Cllr J Unsworth
and RESOLVED that the expenditure items for Penistone Town Council General
Account be paid.
Moved by Cllr P
Starling, seconded by Cllr A Rusby and RESOLVED that
the expenditure items for the Paramount Account be paid.
As this relates
to the employment conditions of an individual, it was moved by Cllr Mrs A Rusby, seconded by Cllr D Harrison and RESOLVED that this
item be discussed with the absence of Public and Press.
